Help with filling up SINP----Urgent!!!

Hello Seniors,
I am in the process of filling up the SINP online form. I was asked to scan and upload the Generic Application form for Canada.
In that form there is a question which says, "Which provincial govt has nominated you" and "Provincial stream/category".
Should I keep those two questions blank or what should I fill in them.

please help.

One another query, do the federal forms need to be scanned and uploaded at the same time while filling the form. Or can they be done later.
Pls help.
