HELP understanding ATIP Notes

My friend's SOWP got refused in May 2020. The officer's notes says the following:

This is very confusing and not clear. Can anyone help me understand that what does this mean?

This is very confusing and not clear. Can anyone help me understand that what does this mean?

There is very little information on reason for their refusal. What is their situation?

There is very little information on reason for their refusal. What is their situation?

My friend's wife is in Canada on a study permit which is expiring on August 30, 2020. He applied for SOWP in February 2020. So there was only exact 6 months left on her study permit. And the requirement say only apply SOWP if the study permit of spouse is valid for at least 6 months.

SOWP get refused. I applied CAIPS notes for him. and we get mentioned above in the officer notes.

The only other thing in the GCMS notes was Pre-Assessment Notes:
