I got a letter from CIC says my application of study permit renew was refused.

My permit was expired on end of April, I applied renew once in March, but in May, i received the notice from CIC said that I sent the payment wrong, so that my renew wasn't proved by this time. meanwhile, I was in my country for the summer vacation, so I applied again in May and I went to back to Canada in June. because my study permit was expired, but my entry visa is still valid, I got a Visitor Record paper from immigration office when I was in airport. then, two weeks ago, in end of August, I got the refuse letter from cic office.

This is the letter's contents:

"This letter refers to your application for Restoration of Status and Study Permit. Your application as requested is refused. A visitor, worker or student who loses temporary resident status for failure to comply with the following conditions imposed under: paragraph 185(a), any of subparagraphs 185(b)(I) to (iii), or paragraph 185(c) may be eligible for restoration of temporary resident status if an application is submitted within 90 days after loss of status and if following examination it is established that the applicant meets the initial requirements for their stay and has complied with any other conditions imposed. As you left Canada after submitting your application to restore your status, your application is refused. Furthermore, you are not a person described in Immigration Legislation who can apply for this type of document from within Canada. An application of this type must be made at a Canadian Visa office in another country. Your status in Canada is valid until November 30 th, 2015.."

What should I do now? re-apply to renew the study permit? but what kind of application I should submit? I search the CIC website and found out there is a Guide 5552, but in this letter, it says that I couldn't apply this within Canada, so, which office I should contact and submit my application?

Hi there,

For renewing the study permit, one has to apply BEFORE the original study permit's expiration date within Canada. Now I don't understand why you got the message of incorrect payment. Everything is online and it's quite simple. A payment of $150.00 is required for such applications.

Now you also left Canada based on the TRV you got and then came back. But your status is Canada was expired by then. In my opinion, you have to take advice from your International Student Advisor of your institute. He can guide you better as you have to be in a good status in their books too. I think you have to apply again for a study permit. As per CIC website, you should give FULL EXPLANATION to how you lost your status. First, schedule a meeting with your International Student Advisor.

Good luck!

Thanks for your reply, I went to the international center already, and the staffs from there said that they were not quiet sure how to deal with this, and they suggest I go back to my country to re-apply it, but I dont think I have to leave the country because I still dont get the deport letter from CIC, right?

so I post my case here to seek more advise.

u have to apply for new study permit from ur home country unless u fall in the list below. For that u may have to go back to ur home country.

"The following persons may apply from within Canada:

Holders of valid work or study permits and their family members;
Holders of temporary resident permits (TRPs) valid for a minimum of six months and their family members;
Refugee claimants and persons subject to an unenforceable removal order;
In-Canada permanent resident applicants and their family members who are members of the following classes, determined eligible for permanent residents (PR) status:
live-in caregiver, spouse or common-law partner, protected persons, and humanitarian and compassionate considerations (H&C);
Persons whose study permits were authorized by a visa office abroad, where the permit was not issued at a port of entry;
Family members of athletes on a Canadian-based team, media representatives, members of the clergy, or military personnel assigned to Canada."

Thank you, I read this from CIC website as well. the thing is, my current status in Canada is still valid, my student visa expiry on 2015, also, I have a visitor record valid until 2015, so I think my situation should fit for "Holders of temporary resident permits (TRPs) valid for a minimum of six months and their family members", right? But in refuse letter says that I couldn't apply from within Canada.

however, online application is consider as in Canada or not?

no
"A TRP is a document that authorizes a person who is inadmissible or does not meet the requirements of the Immigration and Refugee Protection Act or Regulations either as a temporary resident or as a permanent resident to enter or remain in Canada."
