I have applied TRV (online)since April 2017 with my family there is no response,I have sent them web form also initially they have replied as automated but now they have stopped sending that replay also.

Is there any other way to follow up.

The current estimated processing time for applications from Nigeria is 99 days. You would not have received a reply to the web form if you had contacted the visa office before the estimated processing time.

What does the status for 'Background check' and 'Review of eligibility' show?

You can email the visa office + send another web form. There's no other way to follow up

Background check#We are processing your background check. We will send you a message if we need more information.
please i will appreciate if any further guide can be given.

IRCC is doing background checks on your applications. This could take several months to complete. Unfortunately, there's nothing else you can do but to wait
