Help regarding visitor visa

Hi everyone.
I have a situation regarding my mother's visitor visa application.

1. My father's PR application got rejected in 2003 due to insufficient points (67 points system) as written on rejection letter.

2. My father applied as main applicant and mother as spouse and I as dependent.

Now I am PR in Canada (came on study permit in 2012 and did not mention about this visa refusal in my application because I was a dependent that time[2003] hence rejection was not applicable for me)

I have question that if there is need to mention the rejection in visa application because my mother applied as spouse at that time not main applicant. I understand that if my father apply for visa then he has to mention his rejection but is this rejection applicable in case of my mother.

well i would still mention it... its a bit of a grey area... but its still techinically a visa rejection.

it will not impact your mothers new visa application adversely though, so dont worry.
