Help regarding nova scotia pnp

I completed my bachelors from india and then came to canada toronto and completed a 2 year post grad program and got 3 year of work permit , now i have 2 years remaining on work permit and i shifted to halifax nova scotia to get a noc b job

but confusing thing is we need 1 year of experience in noc b then we can apply to express entry

but if i get one year of noc b job in Nova Scotia will i be able to apply for pnp? Under skilled worker pnp program

if yes y is there a need for the employer to show he cannot find someone for job in same being a citizen or pr of canada

i don’t understand this if i get a job in any noc b skill will i be able to apply for pnp or no?
Or its same as ontario

Your employer has to be on the “designated employer“ list. Is your employer on the list? If not, the employer needs to be eligible and yes, show that they can’t hire locally and fill out all the paperwork to be on the designated employer list.

1.But i dont understand for nsnp it doesn’t say employer has to be on the list , it says that for anip

2. if i get a Tech support job or any b level job how can the employer say that he was not able to fill this position locally i don’t understand this

3 . so what is the benefit of moving to Nova Scotia? I heard that you can file for pnp even in b, c jobs butif the employer has to say he cant fill Position locally how is this possible, because everyone apply for normal b level call center jobs
