I am applying for my father to get a multiple entry visa. One of the requirements is a one year insurance certificate. He's planning to stay here in Winnipeg for only 5 months as MEVisa is only for 6 months per year. Do I still need to get a one year insurance? Can I get refunded for the 7 months that he wasn't here? As I understand, one year insurances are for super visas. I'm so confused. Please help me. The CIC office wouldn't accept emails or calls.

If you are applying for a regular visitor's visa, you don't have to purchase insurance for one full year. Only Super Visa applicants do. You can buy him insurance for the time he is planning to stay in Canada. Unless you got some kind of special instructions requiring you to buy for one year, you do not need to. We have many clients who come on a regular visa and they purchase for the amount of days they are planning to stay here.
In case they do require you to buy insurance for one year, it is refundable after the person leaves, if they were no claims with the insurance company.
