Help regarding case specific enquiry

I have applied for student permit visa from VFS Kuwait. I submitted my application on 27 september 2017 and received medical request on 17 october 2016. I linked my application online and it shows that my medicals are passed. My university has given me a deadline to submit the proof of visa on 19 december or else my application will be rescinded or i will have to defer my application. However I am thinking about to submit a case specific enquiry email. But it is written the enquiries will be replied only if the application has exceeded the processing time. The processing time for Kuwait is 22 weeks!! thats like almost 5 and half months and I don't whether they are really going to take this much time to process visa. Can I get some help please.

deferring my application is not a problem but then if I defer the next available term is may or April so that would be complete waste of 4 months and I think cic shows least concerns about us loosing our admissions. They are showing lack of professionalism and I cannot do anything except that I can only wait.
