Help RE: visitor visa extension, Alberta floods. Getting mixed answers from CIC

Hello all, sorry for all the questions I've been posting lately, but all of my issues have culminated into a very tricky situation that I am not sure how to work out.

As of May 29th, I have TRV / Visitor status here in Canada. I was granted a visitor record upon my entry, stating that I must leave by July 30th.

As my girlfriend and I were looking into ways to extend my visitor record, we came across two pages on the CIC website that said all temporary and permanent residents affected by the Alberta floods who had legal status as of June 20th will have their status automatically extended to September 19th, 2013 (I would link them here but I cant, just google "CIC Alberta floods" and it should be the first result):

Applicants who are eligible ... may have their status automatically extended or restored until September 19, 2013. This public policy applies to individuals who meet the following criteria:

  • Any temporary resident residing in an area affected (see Annex A) by the flooding who had legal status on June 20, 2013, but who will lose said status before September 19, 2013;

Our apartment, in which I am listed on the lease as an occupant, was located in downtown Calgary in a heavily affected area. The building has since been condemned due to water damage. So, as I understand it, this applies to me as well, even with having a visitor record. There is nothing on the page that says those with a VR are exempt or anything like that, and there's nothing on my VR that says something like "you cannot extend your stay under any circumstances", etc. In fact, on the back of my VR, it gives me instructions on how to extend!

Just to confirm, I called an immigration agent yesterday. I explained to her my situation, I told her 2 or 3 times that I had a visitor record that expires on July 30th. She put me on hold, came back and said that this policy does indeed apply to me. I asked her if she was sure. She said yes.

I called again today, and spoke with someone else. He put me on hold again, came back and told me that the policy does NOT apply to me since "the conditions of your stay require you to leave on July 30th."

I plan on calling again, and I'm currently in correspondence with CIC via e-mail, but I'm worried that I will just keep getting mixed answers.

What are my best options (other than just leaving, of course)? There is no legal document that I have seen or signed that makes me exempt from this automatic extension.

I could apply for an extension normally online, but I'm having trouble doing that, and I keep getting caught in loops that never take me to where I need to be (I posted another thread about this, here in the visitor forum).

All advice is welcome and greatly appreciated. Thank you!
