what are the chances for visa . if file is rejected and reapply . ielts bands are low

If reason for refusal was low ielts... You will be rejected next 100 times if you don't improve that...

Refusals is not a reason for future Refusals... That is for sure..

But don't correcting reason for refusal is a sure rejection next time
