Okay here we are, first of all
this is my personal idea and might not true but as experience shows might be true.
The first problem is that you apply from a country where is not your country of born or you have permanent residency from there.(I know you can apply from anywhere but it's better to apply from your country of origin.)
When you apply from a country where is not your born country, this shows somehow that you are not preferred to be in your country and would rather be in another country.(Some VO think like that.) As a consequence, you might want to stay permanently in Canada! Again this is related somehow where you are staying right now! that is why respected VO in your case wrote "
purpose of visit(You want to stay permanently in Canada) and
family ties(You don't have strong ties to your home country and that's why you won't back to Pakistan ) in Canada and
the country of residence(Pakistan)".
If you ask me what you shall do! I would prefer to advice you to go back to your country of residence(Paki) and apply from their and show them that you are loyal to your country and you are back. And show them strong family ties in there(PAKI) (NOT IN UAE or anywhere else), bank account in there, and all your other documents preferably from Pakistan.
DON'T FORGET you can show all those from other countries but as I said it's better and brings up your chances of getting visa. Hop it helps.
