My husband was denied a visitors visa last year but now we’ve completed the first part of the sponsorship and because of Covid we were told the process is slower now so I just wanted to know if this time around knowing that we started the sponsorship if he will be able to get it

You can apply again, but there is certainly no guarantee of approval. If he already has one refusal, this generally makes it more difficult to be approved in the future. Having a PR application in progress certainly does not guarantee he will be approved. To have the highest chance of approval, he should show strong ties to his home country like employment, property, assets, etc.
