I have a bachelor's degree from a Canadian institution, and I want to get a 1-year certificate by studying part time (i'm working full time)
Since there's no specification on the requirements of the second certificate, can I register in a part time program that awards the College Certificate (for example Seneca College's French Language Skills Certificate) - it will take about 1 year to obtain, I know it's not a ontario graduate certificate, so I'm not too sure. Here is the program:

ALSO - if the above is definitely not eligible, can I complete a 1 year ontario graduate certificate program on a part time basis?
Thank you so much
