Help please (SINP EE)

Hi,
I asked the question before but seems it wasn't clear, so I'm re-submitting with more clarification.

In order to apply for SINP EE, one needs to:
(Step 1) Create EE profile - needs 67 points at least.
(Step 2) then create a SINP Oasis account - needs 60 points at least.
right?

My question is:
I'm a PR holder living in Ontario.
My brother wants to benefit from this adding 5 points for a relative in Canada (step 1 above) when applying for SINP EE.
Will it make a problem in SINP as he has a relative in a different province?.

no, Sinp Don't consider it. He has been living in Sask for min. 1 year to avail Close Relative 20 points advantage.

I thought "step 1" - which he needs 67 points at least out of 100- is a general one for any immigration system so my brother would get the 5 points anyway, right?

When it comes to SINP, he doesn't need the 20 points as he exceeds 60 points without it, but will it make a problem that I live in a different province?

Oh no problem dear. This rule in only Morden Immigration.
