HELP PLEASE - Got request for IMM5604 - Declaration from Non-Accompanying parent

I have an overseas child who is not immigrating to Canada with me now but rather is included in the eAplication as a non-accompanying member. (She had her medicals done, etc).

Today I got a letter that asks me to submit the form IMM5604. I have 7 days to submit it. When I google for the form I get:

The problem is this form states that the child will immigrate to Canada and that her mother has no objections. I never stated that in my application. My overseas child is a "non-accompanying family member".
The mother of my overseas child will never sign this letter as it is. She will think I am tricking her.

I am so confused.

Help please.

July 17 - ITA
August 12 - Medicals done
August 24 - eAPR + AOR
August 28 - Medicals passed (mycic)
August 28 - ECAS access in process (3 lines)

From what I know you only complete this form if your child is accompanying you without the other parent. You should send a letter of explanation to CIC stating that the child isn't accompanying you.

I will submit a LOE then. Just in case, I am also contacting the mother of my child to see if she will be willing to sign the form.

Strangely enough, myCIC status went from Background check in progress ---> Not needed at this time.
I wonder what does that mean?
