Help Please - Apply for a study permit from within Canada

My friend came here in Canada as a TFW (Food Counter Attendant) and his work permit will be expired in Feb, 2015. He has been living here around 2 years. He is unable to get a LMIA. That's why, he applied for 2 years Professional Cooking program. He got conditional offer letter from DLI for one year English program that might lead to cooking program. I am helping him to apply for a study permit. I have the following questions -

- Does he need to submit police clearance certificate?
- Does he need to complete medical exam?
- Does he need to apply for a TRV separately? His TRV will expire in Jan, 2015.

Is there anyone (similar to his situation) applied for a study permit and got approval recently? Any suggestions.

What are the chances to get a study permit?

1. No.
2. Visa office will inform you if you need one.
3. Only if he want to travel outside & re-enter Canada.

Yes, he wants to travel outside of Canada and re-enter.

When he came here, he applied for a work permit and then got visa and traveled to Canada...got work permit at the port of entry. He paid fees only for a work permit and got both visa and permit.

Can he apply for a study permit and get visa and study permit at the same time and pays fees only for a study permit? OR does he need to apply study permit and TRV separately and pays fees for both service?

1. He has to apply and receive the study permit, before he can apply for a TRV in Canada.

IMM 5709 (Details of Intended Study In Canada, Q 6) - In addition to a study permit, are you also applying for a work permit? If I choose Yes, then the next answer would be Open work permit.

Is student allowed to apply for study and work permit at the same time? He is a worker and applying for a study permit. If he choose to apply for study and work permit at the same time, will it affect his study permit application? He has been accepted for one year English language program and also applied for 2 years cooking program.

My friend's study permit application has been approved for the ELF program. Will he get a letter/study permit by mail/email? How long will it take once the online application status is changed?

I called to CIC in today again. This is because i was reviewing my study permit application. One cic officer said that applying open work permit does not allow for international students. So, it wont make a difference between off campus work permit and open work permit. Also, she explained that open work permit means post graduate work permit are same thing. The rule is same no matter what applying the work permit. She explained that students can work on campus as a full time and off campus with 20 hours a week except for holiday.
One more thing, you need to apply a study permit two times separately. I mean, English language program and cooking program are different for study permit. Once, u study the cooking, u need to apply another study permit with the acceptance letter.

I didnt apply a study permit yet. I am waiting a conditional or acceptance letter. Tomorrow, i will submit it.

No - he won't be able to apply for EI. That's not how EI works.

Why does the TFW need to pay EI premium? Is there any way TFW can recoup that premium?

1. No, there is no refund. You can claim it as a deduction on your Income tax, but it is an insurance scheme, where you can only claim when you are unemployed.
