Help. Outland spousal sponsorship received AOR from Mississauga

Those who are outland and received AOR from Mississauga has your application been sent to your local Visa office or is it being processed in Mississauga?(i.e. have you received aor2 from your local visa office or Mississauga?)
I have read that some cases get entirely processed in Mississauga when local vo is swamped.
