Hello Everyone,
I am planning to apply for PR under CEC but I have couple of questions.
My job designation/title is mentioned under NOC-C but most of the duties that I perform comes under NOC-B. (it's kinda weird..ah?)
Under NOC-C I don't qualify for immigration. So,

1. can I use NOC-B to apply for immigration as my duties are covered in that category?
2. Does the officer look at the job title or the main duties while deciding the application?
 
It's possible that your job title which is used in the NOC 2011 and the corresponding job duties might not match your actual occupation's duties. It's best that you contact noc-cnp @ workingincanada.gc.ca and they will be able to provide you with a suitable NOC code for your occupation.
Remember to include the necessary education qualifications required for your occupation as this helps the inquiry team decide on suitable NOC code for your occupation.

In the meantime, try searching for a suitable NOC code that closely matches your occupation and not just your job title. As an alternative, you can also look into your province's PNP program.

I have found the NOC code that closely matches my occupation but job title. I will shoot an email to CIC enquiring about this.
I checked the province’s PNP program too but I don’t qualify for various reasons.

Well, if you enquiry CIC, I don't think you will get a response. As Hope1957 suggested, email HRSC to find out your actual NOC.

Officially, the officer is supposed to go by the main duties, not the designation. So it is possible. BUT - when there is overlap between two NOCs with one at Skill Level B and one at C, CIC tends to err on the conservative side and evaluate it as C, unless your supporting evidence correlates with the skilled occupation (B) (e.g. your salary/wage is near the median for that of the Skill Level B occupation). As you can imagine, it is not uncommon for applicants to try to "upskill" themselves if they are really at skill level C.

But if you care to post the 2 NOCs here, we can help you understand the key differences (this is difficult for many applicants). You can also ask ESDC for assistance, but keep in mind that whatever ESDC says is not binding on CIC, and they have different objectives...
