Help Needed to Submit the Visa Application

Hi,

I applied for Visitor Visa for Canada online on July 5th and received the response from the consulate to send my passport to them on July 9th, 2016.
The submission of the passport is very confusing to me ;D as it is not very clear to me where to submit my passport.
Here are the steps that i taken:
1) I have bank draft ready for VAC (Visa Application Center) for $36.09.
2) Printout of the supporting document(s) asked in the letter sent by Canadian consulate online.

Question/Confusion:
Should i send my passport along with this bank draft at this PO box location in Philadelphia, PA ? (CSC Consular Services Inc,Lockbox 3352,PO Box 8500, Philadelphia, PA 19178-3352) or just the bank draft ? I am asking this as it confusing on the website (csc-cvac) as it says "If you receive a request letter from CIC to submit your passport to the Visa Office, or if you applied online with an e-App, you can use the VAC to securely send your passport."

I need your expert advice and help for submitting my passport at the right location, as some say "send passport to consulate in NY with the copy of bank draft, original bank draft to PO box location" and some say that "send the everything to the lockbox location".

Ask this to the VAC, as each VAC has its own rules and way of working.
