We'd have to know a lot more about your education, background, the programs you've studied in the past and applied for now, and what the actual refusal was before we could tell you.

Why is your agent choosing your courses for you?

What did the actual refusal letter say?

I dont know my agent has changed now what to do ??
Did you take a new test and get the new scores?

It sounds like you don't actually know what you're doing and have hired an agent just to get you to Canada, no matter what. That's not really a good idea.

Just simple Language in refusal letter as it says in all refusal letters.
And what grounds did it give for not believing you'd leave Canada? There are differences -being refused for family ties is different from being refused for a study purpose that isn't connected to your previous studies and experience, which is different from being refused due to job prospects in your home country.

I asked for a reason.

This is my first time refusal letter of jan intake

This refers to your application for a student permit to Canada. I have completed my assessment of your application and I have determined that you do not meet the requirements for a student permit; therefore, your application is refused.

In accordance with Section A11(1) of the Immigration and Refugee Protection Act (IRPA), any person wishing to become a temporary resident of Canada must satisfy an officer that he or she is not inadmissible to Canada and meets the requirements of the Act. This includes the requirement to establish to the satisfaction of the officer that the applicant will respect their conditions of admission and will leave Canada by the end of the period authorized for his or her stay.

In reaching a decision, an officer considers several factors; these may include the applicant’s travel and identity documents, reason for travel to Canada, contacts in Canada, financial means for the trip; ties to country of residence (including immigration status, employment and family ties) and whether the applicant would be likely to leave Canada at the end of his/her authorized stay.

Following an examination of your application, I am not satisfied that you meet the requirements of the Act and the Regulations for the reasons explained below. I am therefore refusing your application.

Grounds for refusal:

· Your proposed studies are not reasonable in light of one or more of: your qualifications, previous studies, missing marksheets, academic record, level of establishment, language abilities, or your future prospects and plans.

While your English scores may be part of the reasons for rejection, the visa officer may also see you transferring from an arts /Humanities course to a business course as confusing given your previous studies. Changing thsf again for your second application may make it look like you're shopping around for whatever program will get you into Canada.

Now you've hired an agent and I don't want to do his work for him but you'll need to determine whether or not your proposed studies actually match your history and that, combined with your English skills, will weigh on your application.

Your previous marks and missing marks may have also been a significant factor. You should really read over that last paragraph and make sure the agent whom you're paying can actually explain to you what it means.

Unless those things address why you are changing courses, why your mark sheets are missing, your academic record your level of establishment in your own life, or your future prospects and plans, you will just be rejected again.

Your brothers property does not demonstrate you have established your own ties. Your parents income does not explain why you studied Humanities and now are switching to conference planning or commerce....

In their refusal letter, CIC told you the objections you had to overcome. You are doing none of that.
