Help-Letter of explanation-document submission phase

Hi Guys!!
I have received an ITA in april 2017 draw and have been busy collecting documents.However,I could not get the experience or reference letter from my current employer in required format because of issues related to disclosing the immigration plans.

I am working in UAE & at present the job market in UAE is little volatile; so disclosing details of immigration at this stage was too risky,hence opted to provide self affidavit attested by consular general of India,Dubai which is supported by no. of documents(job offer,salary slips,promotion letter,salary certificate,job description etc.) required to prove the same.

As a supporting document to the above mentioned affidavit , I want to submit a letter of explanation, explaining the reason for not submitting the reference letter. Any suggestions on explanation for not obtaining the reference letter.
(as of now I have planned to quote that the company has rejected the request of providing the reference letter as per their policy.)
Any info would be handy and would appreciate that.

Self affidavit will not work and will be rejected especially for the job description. Get a letter signed by your colleague or supervisor on plain paper with all the relevant details and get it notarized. You can indicate any reason - more important than the reason is the supporting documentation which you seem to have and can indicate in the letter.
