help in definding which process comes first.

hi there, i need to know the steps to apply for EE, i know its out there in the forum , but i just need a definitive answer to make it right, please bare with me and assess my understanding of the it.

1. I get my IELTS exam results for me and my spouse.
2. Create a WES account.
3. request my universities to send grades transcript to WES ( should i send a colored copy of my certificate to WES at this stage or its only for CIC )
4. wait until i get ECA from WES
5. create CIC account
6. fill in all the data required data ( do i have to send any reports from WES or they gather this information from the reference number )


i am only confused how WES works,
my university sends transcripts to WES, i get a hard copy and a soft copy online , and a reference number to be added on CIC account ?>

which should come first. getting ECA or creating CIC account .

- Both WES and IELTS can be initiated simultaneously as both are independent of each other and each of these takes time to complete.
- Sometimes you may not get an immediate date for IELTS (depends on your location) and on completion of IELTS, it will take at least 2 weeks for the results to be published and another 3-4 days to get the Test Report Form. So in total it could range from a month and a half to even more.
- You need to initiate the WES process asap as it may take time for you to get the documents (certificates, transcripts, marksheets etc) to be attested). Sometimes, the university will not send the documents directly to WES, instead they will send it to you in a sealed envelope to be sent directly by you to WES. In either case, depending on the universities and their turnaround time, it could range anywhere from 2 weeks to a months' time.
- Once you send the documents to WES, if all documents are as per their requirement (please refer to the checklist which gets generated after you have done the payment), your evaluation should ideally be completed in 10-15 working days.
- Please note as per the latest OINP Update dated January 11, 2016, 'If you are applying for the first time for an ECA report, you must select the “Ontario Immigrant Nominee Program, MCIIT” as a recipient of the report.' which means you need to send them also a copy of the report. - Once you have the IELTS and ECA ready, you can create your Express Entry profile and submit it.

According to WES, 'WES only accepts documents attested and sealed by the designated official at the institution that conducted the examination (e.g. Controller of Examination or Registrar's Offices). Attestations by individual professors or external notary publics will not be accepted.'

Post payment, download the Academic Records Request Form, fill up the relevant details and submit it to the university to release the documents along with duly signed Academic Records Request Form. These should be attested & dated and placed in an official sealed envelope that is signed or stamped across the back flap by the appropriate authentication officer at the university or autonomous college that conducted the examination. If the envelope has been opened or there is no stamp or signature across the back flap, the document will not be accepted by WES.

The University can either send the documents directly to WES or may give it to you to send to WES. If they give it to you, put the sealed envelope you received from the university and send it across to WES. If you have multiple degrees from different universities, put all the sealed envelopes in the master envelope and send it to WES for evaluation.
