HELP! Helping Brother, Sister in law and Nephew Apply for Visitor Visa (2nd time

My brother, sister in law and nephew are hoping to come to Canada from China for 3 weeks to tour the country; however, their visitor visa application has been denied. We are hoping to apply for a second time and was wondering:
1. On the application form, where they ask b) Have you ever been refused any kind of visa, admission, or been ordered to leave Canada or any other country?
a. Should they check off “yes” this time, because they were previously rejected the visitor visa – I feel this might decrease their chances this time…
2. The first time they applied, we did not supply a letter of invitation or any of our information here in Canada – would this help to make this application stronger since they will be staying with us for the duration of the trip?
3. I’m not sure if their situation is harder to get an approval because it is a family of three travelling together, and immigration office may think they will just stay in Canada, however, I believe they have provided adequate ties to the home country (they have a car, 2 houses, very good jobs…)

It is not an option to check yes unless you want to be refused. They got one rejection so you MUST check "yes".

And yes, it might decrease their chances if you didn't solve whatever concerns CIC mentioned in their refusal reasons. Expect new documentation to go through stronger and more strict verification

We don't know either. Always remember it is not "what you believe" it is "what they believe from what you can prove".

Thank you for the speedy reply! As well, for this kind of situation, would the letter of invitation need to be notarized?
