Help have a question regarding spousal sponsorship for my Jamaican husband

I applied for spousal sponsorship for my husband he’s in Jamaica I sent in the application on July 27 and it was received July 28. I received an email yesterday stating that our file has been transferred to the KVO my issue is they have not asked for a medical and I know most people get asked for this before it is sent to the PA visa office. If someone could help me by telling me if this is normal or not that would be great
