Help FSWC future applicant.

Good day everyone!

I am a (low-skilled) TFW here in Alberta, Canada and been here for 3 years. Me and my wife (who is in the Philippines) are planning to apply for the FSWC (my wife as the principal applicant). I'm still waiting for my new work permit under a new employer, unfortunately it's still low-skilled. She asked a visiting immigration consultant to make an assessment if she can qualify to make an application under FSWC. The response is positive, because of her current and previous work, education, and her father is a citizen. Though, there are few things we need to know if we are going to do everything on our own. We are asking for help to be able to understand and to be able to start the application ASAP.

Is she still eligible if she doesn't have an Arranged Employment with a Canadian employer? Should the AEO a skilled work or it doesn't matter?
Regarding the proposed changes for FSW 2013, LMO instead of AEO. Should the LMO be for a skilled work?

As of now, we are still gathering documents and drafting forms for the application. Doing job search also, in case it is a must.
