Is it risky to file tax return because it may trigger Immigration, Refugees and Citizenship Canada (IRCC) to investigate my PRO?

I landed to Canada in 2009 and left in Jan, 2013 without residential ties to Canada.

I have moved back to Canada in April, 2016 after 3 years stay in Hong Kong.

I do not currently meet the Permanent Residency Obligations (PRO) requirement.

I want to file a tax return for 2016 as I have rental income from Hong Kong.

Is it risky?
