Help!!! Fail one component in apprenticeship exam, am I eligible to apply post grad

My situation is I finished my course already , but I fail one component in apprenticeship practices exam of Manitoba. But I complete the course and will get the certification from the school . I wondering am I able to apply for post grad work permit.
