Does 'Skilled Worker Class' means that only the professionals falling in the following list or prefessions may apply as federal skilled worker?

Does this mean that people in the following category of profession do not fall into "Federal Skilled Worker" class?

2171 Information Systems Analysts and Consultants

You're correct for purposes of applying right now for PR if you are not in that list, you're not eligible to apply as a FSW.

It's confusing, because all the 0, A and B jobs (the NOCs that begin with 0, 1 and 2) are called "skilled" by HRSDC, but for CIC they are only allowing the narrow list of jobs at the moment. So your job, 2171, is considered a "skilled" occupation by the government, but it's not eligible to apply as a skilled worker right now. If you don't qualify for some other category, you will have to wait until they change the list, which they can do any time they like.

There are 3 streams under the Skilled Worker class - the list of 38 is only for SW1. The list does not apply to the other 2 streams - those with an offer of permanent employment in Canada (SW2), and those who have been working in Canada for at least 1 year (SW3). You need at least 1 year of full-time experience in a "skilled" occupation to qualify for SW2 or SW3 (level O, A, or B in the NOC).

In other words, 2171 would be eligible if you already had a job in Canada.

Neither I studied in Canada, nor I have an employment offer.
I was eying FSW1 class only.
