--HELP-- confused about LETTER OF REFUSAL and INELIGIBLE LETTER I have received.

Hello everyone!

I'm new to this forum, on March 5, 2014 I've submited an application to MPNP and received a result(PRE-ASSESSMENT) on February 5, 2015 it was an ineligible letter due to not providing a proof(i.e. BIRTH CERT.) of relationship between my mother and my aunt(SPONSOR) that they are indeed sisters. In the letter i'm advised to re-apply. My question,

(1) is the "ineligible letter" i have received means a "letter of refusal"? or they are not the same?
(2) so do i need to wait for six months to re-apply? But there's no indication in the letter that I should wait for six months.

Please help I don't want to get banned for 2 years if I submit my new application and provide a false answer to the question (HAVE YOU PREVIOUSLY BEEN REFUSED BY THE MPNP WITHIN THE LAST SIX MONTHS?)

I am bit confused about your question better if we see your letter which is give you Visa officer MPNP.
Any away normally cic not issue any ineligible letter but they can issue letter of refusal.
I thing that time they want to you just a paper providing a proof(i.e. BIRTH CERT.) for continue your file if you provided then they continue your file.

so if you did not provided that paper in that time to till today its mean that file not run again due to your paper so they did not refused or ineligible nothing to do. no need to wait for 6 month because they don't tell it.

You are not refusal any time (they do not issue any refusal later to you)

If your last application is till run then you give all missing or lagging paper then its again run (better you can email to officer that is it possible to run again if you provide all missing paper)

Or if you want you can re apply newly again (you are not Refusal last 6 month)

NOT: I answer every thing basis of your information i did not see your corresponding any cic/ MPNP letter so if you hide any thing then my answer will not be correct.
