HELP! Closed work permit refused

I got MPNP after I submit my employer specific work permit.
I can't update the latest document and CIC didn't request it, they refused my work permit because I didn't provide PNP certificate.

I am going to apply again now. My friend told me that when CIC refuse my application, the employer compliance fee will be refund to my employer.

My question is
1. Does my employer need to submit the IMM5802 (Offer of employment to a foreign national exempt from a LMIA) again?
2. Can I use the other old document to apply? ex. IMM5409(Statutory declaration of common-law union), IMM5713 (Use of a family member representative for online applications), the documents were 3 months ago, is it still available?
3. I didn't know the compliance fee will be refund, so I submitted old receipt to apply again, can I update? or I have to withdraw?
4. I got PR EP and AOR last Friday, can I apply for open work permit? But my status already expired on 7/16/2015.

As far I know, You have to apply for your work permit online and restore your status.

This time make sure you pay $200 (to restore status) and $155 (work permit).

Also, you can't apply for an open work permit now because you don't have a valid work permit that is expiring within 4 months.

I suggest you should request your employer to contact MPNP in this case so they can do something and get you a new work permit and back in status ASAP.
