HELP - Certified Copies

If I'm using a utility bill as proof of relationship and it's not in english/french I need to provide a certified translation. Do I also need to send a certified copy? It is a digital bill sent to my e-mail. I can print out as many as I want, do I sent an "original"? Do certified copies only apply to official documents?

The translation must either be done by an accredited professional translator (accredited by a regulator) or by someone who is competent to translate, but isn't a professional. In the latter case, the translator has to swear an affidavit - the instructions on translation are in the guide. The document checklist will tell you what documents need to be originals or certified copies. Utility bills would not be in that category.
