Help..! Am I Eligibility for Federal Skilled Work Program?

Hello,

Can anyone guide me that am I eligible for Federal Skilled Work Program or not?
Qualifications:
Overall 16 years of education
4 Years BS in Int’l Relations

Work experience:
1 years and 6 months’ work experience as kindergarten teacher.
And please if I am eligible then let me know how much funds required for individual because I am not married and don’t have any kids.
