Hello experts,

Can anybody please advise me what I have to do?

I applied for FSW in 2014 but my application was returned due to one missing document...In this case, should I say YES to a question "Have you ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?" and provide an explanation in Statutory Question section...

what is FSW ? Federal skilled worker ?

I would say yes, and then explain with an LoE and give whatever supporting documents you have

i feel your application was never processed for lack of documents and your answer should be no
