Is there anyone help me?I sent my application package on june 27th 2010.
I did not know about new changes in occupational list for federal skilled worker.
I want to refund. what should I do?

you sent it to CIC or Visa office?

If you sent it to CIC after 26 of June that is mean you are not accepted under old NOC and they will reject your application and refund your money as well.
and if you apply to visa office now that is mean this role not apply for you because new NOC for new immigrant.

CIO will reject your application if does not meet the requirements as per new rule and you will not be charged
