Well first make sure you can do it via the economic route. There are several programs in Express Entry and regular entry. Read about them here: https://www.canada.ca/en/services/immigration-citizenship.html. If you have a degree or a skilled trade it helps.
If you can't take an immigration route you may want to claim asylum. You can not do it in Canada because they will not usually issue TRV's for travel. So you should go to the nearest safe country and while you are there register with the UNHRC.
