Heard that under Ministerial Instruction everybody gets Provincial Nomination

Guys i was told that under Ministerial Instruction everybody gets Provincial Nomination. This came from a very reliable person who's involving on this subject 24*7. But im not sure weather this is 100% correct or not but sharing is caring.
And i would like to hear from you all.

*If you take 9th draw - They have issued 1361 ITA's and the minimum score is 755.
*Simple theory - No one can score 755 or more points on their own.
*Which means last time (9th draw) Minister had done something.
*And Canadian government is way behind their target for the 2015 and 6 months already gone.
*For them to issue Provincial Nominations - Most of the migrants (90%) is moving to Toronto,Alberta,Vancouver and other Provinces are still remains same. And thats why Minister is issuing Provincial nominations for all for them to stop migrants moving to developed provinces. (true you can move anywhere you want once you have your PR but its not that easy when it comes to shifting)
*In this case if you have 155 points you'll get ITA (according to 9th draw)

That 'reliable' source of yours is either misinformed himself or is deliberately misleading you. Like science fiction, he's given a classic example of 'immigration fiction'.
