Health insurance for visitors - mandatory?

I'm applying for tourist visa for a friend. Is it mandatory for them to have health insurance in order to get the visa?
Does IRCC consider this at all?

Your friend is applying and the friend has signed off for you to be the representative. Only for supervisa but your friend should have insurance. If something happens then healthcare is expensive.
