Health card after got the citizenship

Hi, I need help. My son got the Canadian certificate of citizenship and now he is studying in Ontario. I'd like to have some information about the health insurance card. When can he ask for it ? and where to go ? Thanks a lot

He should go to this service finder: https://www.services.gov.on.ca/locations/start.do?locale=en
Click that he wants to apply for a health card. A window opens and asks for his postal code. It will give him a location to apply at.
