I am gonna be honest with you. Manitoba is not the best place for people who are seeking jobs in IT industry.
Also, I do not think that you need a recruiter. You can do job searching on your own.

Yeah I heard that IT jobs are more in the city areas and not really in Manitoba. But I'm moving to Manitoba under their Provincial Nominee Programme so I really hope I find a good job in Manitoba.
