Have you ever been refused a visa to any country on Canadian eTA application?

Hi. I am a citizen of Poland. How do I answer the question on 'have you ever been refused a visa to any country?' if I am actually not sure. Over 25 years ago, I went to the US Consulate outside of Poland and asked for a tourist visa but they told me that I could not do it, as I should have applied from my own country. It was so long ago and I was very young and did not understand immigration systems at all, so I really do not know whether they actually refused my application, or whether they just gave me an advice not to bother to apply. I should only asked that later in life I got multiple US visas (in fact I have one valid B1/B2 visa now). What should I answer in my Canada eTA application? Should I say 'yes' or 'no'? There is no 'I do not know' option.

Did you fill in an application 25 yrs ago or was it a verbal talk with somebody? If you applied then you should answer yes, and then include a letter of explanation. If it was only them verbally saying not to apply I would answer no.

I agree with this, but if any doubt remains: write a letter of explanation. Better to disclose and specify that you are not sure whether this constituted a formal refusal, than to not show anything and have it be considered misrepresentation.

But if it was just a verbal talk, not needed.

Thank you for your advice. I actually do not remember whether I prepared the application or not. I may simply go with and advice of explaining that I do not remember what exactly happened but tell them that I might have been refused a visa but not sure.

From your description above, I'd be pretty confident that they never even accepted the application and didn't count it as a refusal. For a refusal, you would've received something in writing.

But if you're not sure, a letter of explanation that you do not know is better than risking it.
