Have visa stamped in a different country from where I submitted application

I submitted a Canadian work permit and visa application online. The normal processing time has passed, but I still haven't heard any update. In the application form, I wrote I am a resident of Switzerland. By regular rule, once my application is approved, I should get my visa stamped in the Paris visa office (which is responsible for the application made in Switzerland). However, as a Chinese citizen studying in Switzerland, my Swiss resident permit will expire on January 5, 2019. I wonder in case there is not enough time to get my visa stamped in Paris before January 5, is it possible to transfer my application to the Canadian visa office in another country? For example, I will be travelling to Israel after leaving Switzerland, can I get my visa stamped there? It's also good if get my visa stamped in China. Also, is it possible to change my resident address to a different country after submission? If possible, this is sufficient to change the location where the visa get stamped?

I have submitted two enquiries from the IRCC web form (http://www.cic.gc.ca/english/contacts/web-form.asp), receiving no response yet.

I'd really appreciate suggestions from the forum.

Same boat as you @wangll05.

My fiancee applied for her LMIA-exempt work permit from Germany as she was studying there. The visa office processed her application and requested submission of her passport. However, since she was going to leave Germany within a few days after the request for passport, she decided to hold on to it. She's now in India for personal reasons and won't be returning to Germany as she's completed her studies. To allow her passport to be stamped in India, she's written to both the German and Indian offices so as to transfer the application from Germany to India. No replies as of yet from them, and they say that it takes 28 days for them to send out one. Does it make sense to proceed with another work permit application from India, or should she wait? Anybody else been in the same situation?

Hope both of us get some good suggestions.
