Have 1 police certificate, need another one. Checklist question

Hello, I have 1 police certificate but need another one from the FBI and it will take weeks to get processed. Should I mark down the police certificate as obtained in the immigrants checklist? Even though I'm missing one along with an explanation telling them the FBI background check is being done or I should not mark it down at all? (I'm talking about the small box in the checklist)

Get FBI background check through a third party channeler. It is allowed now!

It doesn't really matter if you check it or not. Include a letter of explanation and proof you have applied for the FBI PCC.

OP is not an American citizen or permanent resident, so he can't apply through a channeller.
