To start you should make an enquiry to the concerned university if they have electronic mode of transferring digitally signed transcripts which can be two way verified by WES. This is the start. I am not well aware of the systems in your country but this is the most common scenario.

Create WES account
Fill the application
Download the Formal transcript request form, fill the specified fields
Apply to the University with the completed Formal transcript request form along with all the necessary documents required by your university to issue the transcript and pay the respective fees to the university
