Has anyone got PPR without a background check??

Have any of you? my ecas says in progress medical passed last week.. Background check says not started. just wondered has anyone got ppr with a profile like this ?

I guess, there are cases on the forum, where the background check starts a couple of hours before the PPR.

However, it does not mean that CIC approves some candidates without background checks.

There are many instances of a background check but never heard of PR without it.
