Obtaining an ITA has noting to do with ties to any part of Canada. It all depends on CRS. Many from all over the world who never came to Canada before has got their PPR's and landed in Canada.

As long as you write a decent letter of intent stating your intent to reside in Ontario e.g. good healthcare, employment opportunities, etc., you should get nominated.
