Hard for PhD degree holder to be admitted in Canadian university's PhD programs?

Hi everyone. I have completed my research at PhD level and now I want to pursue another research area related to my previous research. A Canadian university provides such an area of expertise that I can pursue another PhD study. Some people say Canadian universities' PhD programs are strict on admitting those who already have PhD degrees. Appreciated if members in this forum can provide experience or advice. Thank you
