My mother who is 72 years old is living in her home country .She has been visiting us for past 10 years. I’m the only child she has ,sadly my younger brother and father both passed away in 2023 Within 7 months . As traumatic as it was for both of us while we are coping with the loss. I applied for her super and visit visa twice. But twice rejected on grounds she don’t have enough ties in home country . I am Canadian citizen and Tax payer ,also a mother with 3 kids here that I need to attend . It is distressing for me mentally to go throw this painfull emotional time and not able to find a way to reunite with my mother. Can I seek her visa on H&C bases . Also my father passed away in Canada , his last resting place is here in Canada too. All of my mother’s ties are here . What are her chances for Visa . Plz reply thanks

I'm sorry for your mother's situation.

Unfortunately H&C is not an option since she is outside of Canada. She would need to be physically inside of Canada to submit a PR application under H&C.

How much time has your mother and father spent visiting Canada over the past 10 years? When did your mother return to her home country? Did your brother pass away in his home country? Was your father’s medical care covered by insurance or is there outstanding medical debt? Did you order GCMS notes?
