H&C APPROVED Im in Mexico

hello everyone
i just received a letter from CIC saying that my application for H&C was approved but i have to ask for an authorization to return to Canada be cause i am in mexico and i have to be in Canada in order to continue with the process my question is does this means that i already have my permanent residence ,how long does it take to get the auth to return to canada

No, it doesn't mean you have your Permanent Residency. You are approved in principle and now you have To undergo medical, security and criminal checks as part of the admissibility assessment.

You will need to apply for your authorization to return to Canada before granting PR , anf if your plane tickets were paid by CBSA, you will need to pay them back.
