H&C application for Widowed mother

HI Friends/Seniors,

I am PR since Nov 2014 and applying for citizenship soon with my spouse and Daughter.

I have some personal tragedy with loss of my father in 2017.I have no siblings,no immediate family member
back home in India.
My mother is on family pension passed on to her by my Father.

Money wise not a big deal for her to stay in India as she has pension and i can send money when needed.
Main issue is with her growing age, medical issues like knee pain,lower back disk slippage which needs surgery and docs do not advise at her age of 56 (might not completely cure or may worsen).
She had thyroid issue for last 15/20 years and on regular medicine.Slight walking and movement make her lower body painful to become immobile but technically not on wheelchair or something.

My mom's dad is age 90 and Alzheimer patient and is on home care.So emotionally/mentally there is no one to support her after my dad's death last year.And i had to do lot of back and forth to India for slightest medical issues/or required surgery for her.
Since i do not have no immediate family(i have no siblings) there is no one to take care of her or support her pre and post medical issues or ongoing medical issues like lower back issues and thyroid she had.

I do not meet income cutoff for 2015 as a self employed but for 2016 and 2017 is ok income wise to sponsor her.
My immigrant consultant said your case have merit to apply with H&C since she is here in Canada at this moment and we can built a strong case.
Please suggest me if this looks a good case to go with keeping in mind in no way i can apply at 2019 to sponsor her.

Given that she is only 56 it would be hard to show that she is incapable of caring fo herself. H&C is a long process with no guarantees. You will have to cover her costs until she gets a response. Why not apply for a supervisa and enter the PGP program when you qualify.

I think she is 90.

Read that again.

versus

OP's mom is 56, and OP's maternal grandfather is 90.
