I came to Canada 4 years ago with my wife and 3 children. My work permit expired 6 mos ago and so too my family members. Do I meet the criteria for inland h and c? What are our chances of success?

Based on the limited information you have provided - no, it doesn't sound like you qualify. It just sounds like you've overstayed your visa.

...there isn't anything more, my family is established here, children are in high school, I belong to a church, rent, have a car and I don't have money to go back home. We all want to stay. Because we overstayed does that in itself disqualify us from applying for inland h and c?

It's not the fact you've overstayed that disqualifies you - although this certainly complicates things.

However having established yourself here, belonging to church, and the other reasons you've mentioned aren't typically grounds for a strong H&C application.

You haven't said what country you are from. This could play a role in whether the H&C application is successful.

You can certainly try. If that application is refused - then you will in fact be forced to leave. It will then become practically impossible for you to ever return to Canada again on a work permit or as a visitor - although you can still apply to immigrate.
